Unable to do payment using CyberSource api getting Error code 150 General System Failure

We have a merchant account with CyberSource and we are still facing the issue of 150 – General System Failure. We tried to make payment through https://ebc.cybersource.com/ebc but it failed there as wel.

We send email to CyberSource , but they replied you need to contact to ANET

Please help to resolve the issue
