I am implement authorizenet transaction detail api . I need to knw is local transaction id and international transaction id can be same ?

What do you mean by international transaction ID? If you mean the transaction ID you use to load individual transactions, there's no difference between "local" and "international" transactions - everything is in US dollars and the transaction ID's are all in the same sequence. If you want to accept payments in other currencies, you need to look into a different merchant system.
