It may be simpler to to just have your charging done with a different programming language, such as PHP. It's fairly easy to interface with MS Access from PHP, and the PHP Authorize.net API is probably the best supported.

You can probably find a certified developer (not me at the moment, sorry) who can integrate this for you fairly cheaply.
