Can I make payments from one user to another with Authorize.Net ?
Suppose I have a site where one user pay to another, both have profiles with credit card imformation filled in.

no. authorize.net only for payment from customer to a merchant

RaynorC1emen7 but if user (buyer) pay with credt card, money will come to authorize.net. Next step the seller will make a request to authorize.net to get his money and authorize.net will transfer an amout (%) to that seller. Is it a posible scenario ? Can I automate this process?

Not unless each seller have a merchant account with authorize.net.

authorize.net process payment, they are not a bank where it store money for you to transfer to and from.
