Functionality exist???

I have a client that needs the functionality.

They do not want to take CC payments through their website. they don't want a SSL.
A simple form, where they can enter Client Name, Invoice # and a payment amount.

and have this generate a button that takes them to authorize.net to take the payment. Is it not possible to use authorize.net to handle the payment system where the server provides the price?? Am I missing something here?
