sandbox testing errors "The merchant does not accept this type of credit card"

I used the testing guide (http://developer.authorize.net/hello_world/testing_guide/) to test on the sandbox environment. The visa and mastercard and jcb were successful, but american express, discover, and diners club cards failed: "Transaction Error : 17 The merchant does not accept this type of credit card." Why would the test environment not accept those cards, or it something else? Please advise.

If you recently created a sandbox account, the card brands you mentioned were not enabled due to an error. Please use the contact us form and request to enable all card brands for your account.

i searched at lots of places but 99% links are throwing 404 "page not found error" for example (http://developer.authorize.net/hello_world/testing_guide/)
