    <description>&lt;P&gt;In the user guide for echeck.net &lt;A href="http://www.authorize.net/content/dam/authorize/documents/echecknetuserguide.pdf" target="_blank"&gt;http://www.authorize.net/content/dam/authorize/documents/echecknetuserguide.pdf&lt;/A&gt; I noticed near the bottom of page 10 (and other references in the document) that the merchant is required to, "use a system that is capable of authenticating the identity of a customer (the owner or signer on the bank account used for online payment)."&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;On page 11 it continues, "For authentication purposes, merchants can establish accounts for repeat customers and issue a username and password or personal identification number (PIN) for online transactions at their site. These types of identity credentials should not be issued until the customer has sufficiently been identified such as through a credit check or review of identification."&lt;BR /&gt;&lt;BR /&gt;&lt;/P&gt;&lt;P&gt;For a web based processor, what would a "credit check" or "review of identification" entail?&lt;/P&gt;</description>
