[Sandbox] Payment/Shipping Profile Missing Address

Using VB.NET, I execute a createCustomerProfileRequest. Information is created, but the Address field is missing. If I try adding it in the web portal I get the following:

Customer Profile ID or Customer Payment Profile ID not found.

Is this by design because it's the sandbox?

Are you trying createCustomerProfileRequest using your sandbox authentication info and getCustomerProfileRequest from here?

I tried just now, but couldn't repro. Could you please provide your sample request?
