Do I have to furnish Address now?

Here is my specific problem. I have a client that is a retirement community and their organization collects membership dues. We weren't having any problems for a couple of years but in the last 4-6 months members CC's are being rejected, saying that the address is incorrect. Well, this is true because the address that they are entering is their local address but their CC is tied to their "Summer" address in Wisconsin, Iowa, etc. In the past, it looks like the CC owners address was not being checked. Now it is. Sooo, we have had to add a second set of addresses to the form: the local address and the "Summer" address. A big pain for these retirees.

Is the requirement for furnishing the CC owner address an option?
