i am not able to generate declined test cases based on given test guidelines

We don't provide decline test cases in the Testing Guide. We provide values that can be used in our Sandbox environment to produce specific responses.

Please make sure that your Sandbox account is configured to decline the transaction based on the result you are attempting to produce.

I have found the Testing Guide values to produce expected results in our Sandbox environment.
