Multimple installments accepting credit cards even when they should be declined

- I am using the Sandbox testing page

(Tools -> Virtual Terminal)

- And using testing numbers from here:

Enter a one of the Test Card Numbers and zipcode 46282,

If you set "Recurring Transaction" to NO, it will decline the card, as it should per the testing instructions.
If you set "Recurring Transaction" to YES, it will accept the card.

I believe this should not happen. Can anyone help?
