Sandbox transactions won't settle

I need to get settled batches, but I cannot get any of my transactions to settle in the sandbox.

I tried changing the cutoff time to see if that would make them settle, but to no avail.

Is there something I missed?

The sandbox does not process actual payments so payments are never settled.
