403 Forbidden Error on Token Creation for New Cards in Sandbox Environment

Please see the details below:
Environment: CyberSource Sandbox (Test Environment)
Endpoint Failing: https://testsecureacceptance.cybersource.com/silent/embedded/token/create

We are experiencing a 403 Forbidden error when attempting to tokenize new credit cards using the Secure Acceptance Embedded token creation endpoint in our Sandbox environment. This issue affects both our Development and Staging sites.

Current Behavior:
Existing/Saved Payment Tokens: Orders process successfully using previously saved credit card tokens
New Credit Cards: Token creation fails with 403 error when customers attempt to add a new credit card during checkout

Here are the error details:
HTTP Status: 403 Forbidden
Failed Endpoint: https://testsecureacceptance.cybersource.com/silent/embedded/token/create
Browser Console Error: "Failed to load resource: the server responded with a status of 403 ()"

Steps Taken to Resolve:
1. Generated new Access Key and Secret Key for Secure Acceptance profile
2. Created and configured new p12 certificate for Sandbox
3. Confirmed previous keys had expired and replaced them
4. Updated all credentials in Magento 2 configuration for Dev and Staging environments
5. Confirmed existing payment tokens work correctly

Additional details:
1. Production Environment: Working perfectly with live credentials (no issues reported)
2. Sandbox: Experiencing the 403 error only for new card tokenization
3. Platform: Magento 2 with CyberSource official extension

Please investigate why token creation for new credit cards is failing with 403 Forbidden in our Sandbox environment while saved tokens continue to work.
