Intagration with Boarding API

Hello,

We are using Business Center (ebc2test.cybersource.com) and API (apitest.cybersource.com).
And we are trying to integrate with Boading API (https://developer.cybersource.com/api-reference-assets/index.html#merchant-boarding_merchant-boarding_create-a-boarding-registration)

1. Create MERCHANT

2. Create TRANSACTING

Immediately after creation we tried to run a Click to Pay payment and received the following error: "Profile for merchant not found or profile is still in draft state".

We would like to start using a merchant right after creating it through the API, but at the moment the process looks as if it is mandatory to log in to the portal and click "complete boarding". Is that the case?
