I would like to get a rough estimate of integration cost to set up an authorize.net payment gateway on our website where customers would go to enter and store their credit card information, so that our organization can charge their cards a variable billing amount each month. We have a small program of about 100 customers billed per month.
We want to avoid the customer going online and choosing the amount to pay. We are looking for more of a recurring billing option, but the bill amounts are variable month to month.

Sounds like you're asking for a hosted pay page where customers can register and store their card data, generating a secure token, which you can then use for future variable charges. That itself is very simple.
You'll then hit the card monthly for the variable amount, correct? A non-integrated solution would be cheap- less than $500. Lots of variables, such as accounting integration, may or may not drive up costs.
What you're asking for may not be what you need. You signed as "Car Sharing Program". This might fall under "auto rentals" with special rules that are much more complex. Check the MCC code on your merchant agreement and respond here or contact for further discussion.

With any type of software or website development, there are many options and factors that would effect the cost, including your preference in terms of features or functionality and the platform you are working with.
You could have something implemented by experienced, conscientious developers that may cost a little more initially, but the long-term value to you and your customers would be realized many times over.
