Every once in a while, we have a customer that repeatedly tries to checkout using PayPal and are unable to because our authOnlyContinueTransaction fails repeatedly. We get the message code E00027 "The transaction was unsuccessful." with error code 23 "An error occurred during processing. Please try again." This is happening repeatedly and intermittenly, to a very small subset of our PayPal customers.
The customers always seem to be people outside the US that are shipping to a freight forwarder within the US.
Support tickets and chat have not been able to offer any information we don't know already.
What might be causing these transactions to fail? Is it on PayPal's end?

Error code E00027 gets returned for an AVS mismatch. You may be able to resolve the issue by checking your Authorize.net Merchant control panel, under Settings > Address Verification Service, and select the Authorize and Hold For Review or Process or Report Triggered Filter option instead of decline for your General AVS and Address and ZIP Code Responses.

Is Advanced Fraud Detection required for that? The only options I see are to reject under certain conditions - we have only basic fraud detection enabled.

Under Fraud Detection Suite > Enhanced Address Verification Service (AVS) Handling Filter enabled.

Under Fraud Detection Suite for Enhanced AVS Handling Filter it says "Requires Advanced FDS" which we do not have. I'll have to investigate enabling it a bit more if that's a requirement to address this issue.
