Can't create a sandbox account

I saw "Sandbox Maintenance Completed" from News and Announcements.But i still cannot register a sandbox account now.
Anyone got the same problem?

When i submitted form, i got "An error occurred during processing. Please try again."

Are you still having this problem?  We've succesfully created new sandbox accounts today ourselves.

After I click sign up, I got:

I was able to create an account for you using the information you provided in Chrome.

Which brower are you using?

Tried Chrome and safari, both failed. But when I changed to IE11(win8), it success. A little weird to me. Maybe it's my network environment problem.

I'm having this same issue.  One of the many times that I tried, I saw "error with Captcha" on the error page.  Now all I see is the Generic Error, "An error occurred during processing.  Please Try Again.  Error Creating test account."

Hi, can´t either create a sandbox account, pls help it gaves me the same error even tried in iexplorer browser and chrome.
