We have Partner Account. And We registered OAuth application for our Merchants.
I am following this documentation:

It takes me to the pricing page, after selecting pricing page it asks me to create merchant account.
After createing merchant account it logs me in merchant account and, it does not redirect me to our site neither it asks for Authorization permission, which should be the case according to document link mentioned above.
