Payment processor for system like PayPal

We're developing a payment gateway like PayPal, hosted on a PCI Compliance server.

It's almost ready and now we need to connect it with some gateway, using API, for the transactions.

It have function like PayPal's Payments Pro, so we need a merchant, that will allow us to accept new online stores.

It is a very interesting question, since we'll basically sell another people's products. And of course, we'll strictly review their websites for restricted products before activating their account.

Would Authorize.net (WorldPay merchant account) allows that?

We're located in Europe.
