I have exactly the same issue. Simply [error]=1 and nothing else. However this is only on Windows 10. The exact same code works on my iMac without problem.
I've turned off virus checkers and firewalls without any success. The script is obviously not talking to the sandbox.
Does anyone else have issues with Windows 10?

We don't recommend setting Verify Peer to false as it removes some security features for your secure connection through SSL/TLS.

We've so far been unable to duplicate your issue. Our developers installed our latest sdk on a Windows 10 machine and were able to successfully complete transaction requests to our sandbox.
There must be something specific to your configuration, possibly your security certificates preventing a connection.
