I can't set up a Test Account - all info input checked and rechecked. Opened and read Terms and Conditions. Tried ie, chrome, firefox. No difference, sign up page just loops.
We've had no other reports of other users having issues with the test account page and I was just able to sign up for one no problem. Are you still seeing this issue?
