Woocommerce Wordpress Gateway API vs Plugin

Can a Custom gateway be written using API's to work with WooCommerce on Wordpress, or are we limited to existing plugin?

You always have the option to create your own plugin using our API or choose from existing pre-integrated plugins that implement our API.
