In-Store Pickup Options

Having a hard time with adding an "in-store" or local pickup option that does not charge shipping rates.  Cannot customize the state menu to allow for local pickup and not charge for shipping.  I could create a coupon, but there HAS to be an option for this somewhere.  Can code be changed or something?

It might help if we had a bit more information.  For example, what are you using to build your shopping cart?

Just curious, why would you want to do this via authorize.net and not in your shipping method? A lot of carts out there have shipping modules so pick up would be one of those no? Am I missing something here?
