How to create test partner account ?

I want to register for a  test partner account to test authorization using oauth2 flow. 
I'm following this guide for implementation

It is mentioned to register the application on test partner panel by login in here :

But I don't have any test partner account and not finding any way to register it.

Please let me know if I'm missing something.
