It's impossible to sign up for a test account. I've tried in every imaginable browser and OS. I've seen (repeatedly) in the forums that people have issues signing up for test accounts. Frankly, I'd like to understand why it is that particularly in the "developer" center, an issue is repeatedly said to have been "fixed", when, in fact, it hasn't been. If the same thing keeps breaking down, (since 2009, from what I gather in the forums), then perhaps there's a deeper issue that needs to be fixed? Enough with the bandaids... It really doesn't bode well when the developers behind the developer center can't get their development site working... Frankly, I'd be embarrased that for the past three years people have complained about the same issue on several occasions and it still hasn't been fixed...

I'm new to this. Is this why I keep filling in the information to request a test account, but it keeps dumping me back to the same page without telling me why it's doing it?
