As per their support recommendation, there's a known issue signing up to
sandbox while using Chrome. I tried Firefox this time and it let me
create me the sandbox account.
I'm having the same issue since yesterday. It won't allow you to signup
for the sandbox account. I noticed that its throwing 403 Forbidden error
in the network call for POST signup. Not sure when this will be
resolved?
