We noticed as of yesterday that the access to the test environment is no longer working. We use the CIM API over SOAP, so the service proxy points to https://apitest.authorize.net/soap/v1/Service.asmx. This is the error reported:
An error occurred while making the HTTP request to https://apitest.authorize.net/soap/v1/Service.asmx. This could be due to the fact that the server certificate is not configured properly with HTTP.SYS in the HTTPS case. This could also be caused by a mismatch of the security binding between the client and the server.
I tried to refresh the service reference in my development environment and I get the same error.
Is it a temporary issue or something else has changed and the URL is no longer valid?

The developer sandbox now requires a TLS 1.2 connection in preparation for a similar change to production in September 2017. You'll need to configure your environment to support TLS 1.2 for a successful connection.
