Was it working at any point, or has it never worked? Post the code that you're using, in a code box (fourth option from the left in Rich Text mode). Also verify that the values you're passing are the ones you intended to send, by printing them all out just before you pass them. What API (AIM, SIM, DPM, etc.) are you using?
Error 103 says, in verbose:
A valid fingerprint, Transaction Key, or password is required for this transaction.
