Recurring Billing API Options

I would like to know if I can use the simple checkout options for monthly recurring billing or is simple cart only for one-time payments?

You can create ARB subscriptions manually from one-time transactions inside your control panel - just look up a transaction and click the link in the upper right. Other than that, I don't think so.
