If the subscription is for one month and thery pay up front then you
don't really have a subscription. :) Just charge them once. There is no
need to create a subscription in ARB at all.

For development and testing, we recommend using an external URL as the
target (like requestb.in) when there's any question at all of whether
your own server is reacting to or accepting the notification. The
requestb.in tool worked well for my purpose...
