Can someone please let me know if there is a charge that merchent needs to pay for making validateCustomerPaymentProfileRequest API call.

If you use live mode validation, which actually checks if the credit card works (as opposed to just verifying the field formats), then yes. If you use test mode validation, then I'm not sure.
