HOw we can enable CIM for testing account.

My account is card NOT present account

I thought CIM and ARB came with the sandbox account automatically? Have you tried using CIM to see if it works? Since it's sandbox, there's no fees involved and therefore no reason to not give you all features up front. Remember to set sandbox mode - for instance, in PHP you might add the following:
